There's one (hard) solution to all this: improve the local economy? How? Lower taxes, encourage foreign investment, focus foreign aid to schools not bullshit project, elevate the general education level, reduce tarrifs, etc. Create a vibrant economy so people don't have to kill the earth's biological patrimony for some chump change.
