Yes it can, but it only has that capability during birth. That's why the doctors keep asking how much a woman has dilated. A woman doesn't dilate like that if she's not giving birth. Also ask a woman if she wants to be fucked by a penis so large it feels like she's giving birth to a 8lb baby I bet 99.999% say NO.
Also as far as length, a baby comes out of the uterus. I'm sure a woman doesn't want to be fucked by a dick so long it goes into her uterus. Most want to be fucked by a dick just long enough to stay in the vagina. I don't think a penis penetrating her cervix feels very good to a woman.
