Seriously, have you looked into the possibilities at McMenamins or Timberline lodge? ...even if she doesn't ski. You can probably reserve a table and have them put together a limited party menu with people choosing from a 3 or 4 reasonably priced entrees. Save the big money for a gift, which should be a gift and not a gift certificate. Women dig jewelry and lingerie.
Sounds like a bunch of roses is a must, too.
