video stores must buy copies of movies with a licience that allow them to rent them
some will sell the licience for a premium ($124) others will give it away for free if you purchase a certain quantity.

usually the crappy movies will do this since it bumps their sales numbers and allows them to announce it "success" so regular consumers will by the crappy movie

if the movie is getting lots of good free press (good reviews) raising the revenue by increasing the price point because it means lower quantity will force some people to purchase the movie outright rather that try and wait for weeks/months to get to rent it.
