its a means to predict how something will react, in the case of programming, it has to do with the present, future and past states (all independent). Given independent states at time n, the probability that the program will move to state x at time n+1.
Basically, predicting what states a program will move to in the future given the past, present and future possible states. Mostly used in forecasting runtimes and other crazy shit.
I apparently went to university for 5 years to say that and will never ever use it. LOL
