Computer opinions

I'm looking for a computer. For the last 5 years all I needed my computer to do was simple graphics, (photoshop) email and surfing. I have a P3 1.0G chip. Now I need to do video editing but not HD just internet stream. What do you recommend?

I saw this barebones kit (see below) from Tiger Direct for $349.99, what's your opinion?

Would you go Windows XP Pro or Vista?

I’m also kicking around the idea of a laptop, maybe a Mac? I always heard that Mac's are better for graphics and video, what do you think?
