I hate that too. Hip Hop is now a culture with no color lines. it's a very offensive word because of the root word it comes from. Technically, if a black person calls another black their nigga, it's done in a cool way between them. If I white person uses that word, they'll get their asses kicked. So if a white person calls a fellow whitey a "wigga" (notice I dropped the R), it can be argued to almost be the equivilant. However, being cute with a racist word doesn't work well for white people.
So, my take, don't use the word wigger or wigga.
