Yeah, it's happened. But the conspiracy theories come into play when people are talking about it being a mind control substance, and the utilization of it as such as ordained by government officials in order to sedate the mases while they strip away our liberties (hell, maybe it's working after all!

And, scientifically speaking, it all holds a bit of water.... maybe not in regards to mind control, but the idea that flouride does more harm than good, certainly.
That's one of the things I like about it - a good conspiracy theory has to be convincing, imho.
