Changing the name of the passenger has always been the biggest no can do, even well before 9/11.
If you are pissed, spare a thought for the thousands of people that get refused on flights daily at the airport because of reservation agent or passenger middle initial typo fuckups, where their ticket says FREDA SMITH instead of FRED A SMITH or worse FRED M SMITH instead of FRED N SMITH.
Not to mention newly weds with maiden name still on license, license expired last week etc etc
