Most? I'd say we have only one school system (9-grade/11-grade according to the new education model, and 8-grade/10-grade according to the old one). Furthermore, every male 18+ have to go army. As you can guess, no one would take you there if you are a schoolboy. That means you have to complete the school before you turn 18yo.
