Listen according to the US DOJ they feel that if your site can be seen by peole in the US youare supposed to abide by US law. So yes if your sites can be seen in the US regardless of where you're hosted or what country you live in they expect you to comply with 2257. This isn't MY opinion this is the opinion of the US government. Now can they do anything to you if you don't comply? Doubtful. Unless you come into the US. If you're using US hosting they can make the hosting company shut your sites down, but if your completely non-US then no I wouldn't worry about compliance.
Now I'll add on caveat. US the has work with other countries to bust peole dealing in CP. Now I suppose if you are not complying with 2257 you can be considered to be a suspect in dealing in CP and they could use that angle to get you busted. Depends on your home country. I doubt some country like Holland or Denmark would help the US in comething like that, but conservative countries might.
