Every opinion on this is going to be too simplistic in some aspect. From the perspective of an outsider (non-US resident) looking in one could say Clinton removed the deficit that Bush Sr ran up and even created a bit of a surplus during his tenure. The US dollar's value certainly rose on the world market during his watch, and by his momentum continued to climb for a year or two after he was finished. Then Bush Jr did the war thing and a few other bold moves and poof, your dollar is in the crapper.
Simplistic, surface-view only though.
Others will argue the moral issue, him being a bad role model, philandering, cheating on his wife, etc. Still others will pull out the 25 year economics charts and graphs and attempt to illustrate why he was a bad president or a good one.
Personally I like Bill. I think that if Hillary is elected (and she could very well be) his influence as "first lady" would definitely be a factor. He's one of the best public speakers in the world, the leaders of many other nations all liked him and respected him greatly, that's a fact. Under his watch you didn't hear nearly as much negativity about the USA as you do today under the Bush regime.
And really, any president who plays the saxaphone is going to be well-liked, period. The man get's BJ's, cranks out good tunage, and is a consumate diplomate on the world's political stage, even those who hate him gotta love him a LITTLE. :D
Julianni may have to wait 4 to 8 more years before it's his time.
