Clinton was not the best, but he was far from the worst.
He was impeached for doing what any married man would do - deny getting a blowjob from someone besides his wife. Unlike those told by Bush, no one has died as a result of his lie.
Everything else you have described would apply to Bush's administration. If Bush himself is not a criminal, he is at least criminally stupid.

Yes, he would still be president. Electing Hillary would not put Bill back into the Oval Office and would not be good for the country because of the animosity held for the Clintons by too many right-wing lunatics.
Dubya has demonstrated, with his cowboy-style politics, how bad things can get when there is no cooperation between the parties.
