Not sure which landmark you are using for this, but the net was never created in a particular year - tho Tim Lee may have been given the cred for applying the technologies of others. Two guys invented TCP in the early 70's - another came up with packet switching in the early 60's etc.. it's really an amalgamation of tools which were stuffed together over time.
