I'm pretty sure the site was something like cute-lolitas.com with barely legal teen on the tours and a notice at the bottom of the page saying "All models are 18 years old or over".

Actually, I have encountered several of them when I was still running a (legal) teen toplist. The fuckers were almost impossible to properly ban, kept coming back with new emails/urls/ips, but pretty much the same sites.
Reported all of 'em, but I have my doubts as to whether it helped or not.
