I have no idea what the history between you two may be, but your berating her for her admirable choice to get some training for a job is really disgusting. Anyone that tries to better themselves in any way should be commended.
And as far as your outsourcing comment, that may be a possibility, but the same could be said for so many types of jobs. There is still a demand for native english speakers over outsourced foreign employees, and not everything is being outsourced to India.
