Pretty much every military does the same.. Even NATO denies that they killed the 21 civilians in Afghanistan yesterday.

Hell even the glorious goodie goodie two shoes French whom never do any wrong , denied they blew up Green Peace's boat killing a ship hand in the process back in 85.
