its a good question, i agree with several answers that were covered. I think that it comes down to the country that has the 'power', sets the standard for what the rules should be. Other countries dont need to agree with us to sign treaties that we want them to sign. We have Ambassadors that lobby them, offer economic trade incentives and subsidies if they do, and subtle penalties if they dont.
Cuba had a very rich economy before we placed the embargo in the early 60s due to the Cuban Missile Crisis. Russia had just placed nuclear warheads in Cuba, around 90 miles away. At the same time, we had no less than 5 different sets of nuclear weapons located in different countries surrounding the Soviet Union, within firing range of the Soviet Union.

At the same time, being the current dominating world power, more is expected of us, so we have to be reasonable with our decisions, as we have shown to be in the past.
that said, i am glad that I live in the US and that our government is protecting my interests.
