Many states (and provinces in Canada) have rules about gas pricing. It isn't there for the reason they are using to enforce it in that case, but to stop big companies from pushing independants out of business by under pricing gas.
For a while here in Quebec, the big companies were trying to get rid of some of the smaller ones. It got to the point where the big company's retail price to the consumers was lower than what they were bulk selling it to the independant chains. The government stepped in, and now there is a "base" retail price set every week.
Socialism is the answer, apparently.
