If the guy hasn't downloaded the content, I think the deal should be null and void ... I'd take it as a deal that never went through....

If you were a coder or artist and had worked on the sketch or the initial code, of course, you'd have done work.

But being that it's just a 2 minute job to send licences etc .... it's also a two min job to cancel them ...

You should not put any more effort into this ... I really don't see the problem.
