According to the IC3, which is a part of the FBI, the US is responsible for 60.9% of all internet fraud cases. Russia is in the 8. place with 1.1%. Oh, and they too have registrered California as the scamming capital of the world.

I find this hard to believe. I will gladly share with anyone the IP addresses of every spammer I've ever caught trying to spam my sites (guestbooks, blog comments), abuse contact forms, or aggressively crawl the site with bots. You can do a whois on every one of those IPs and see they're all from Korea, Russia, China, or Southeast Asia. Almost none of them are from the USA.
Also, doing a whois on the domains they're spamming, each of them are from the countries I've named (as well as some from Eastern Europe)
