well, it just goes to show what power the law has on us all. Irrespective of whether it's annoying or killing us for a minute, if the law of the land says there's nothing wrong with it, then of course, people will do it. 99.5% of people here would do it I'm sure, if tomorrow, the US govt said - scam away, we don't give a fuck.
Look at the way the RIAA has its knickers in a twist over allofmp3.com... Russia has it's own laws to protect the owners of copyright music that are quite poliarised ones from the way the US handles it. And, boy does it piss off the RIAA when they are getting their pockets burned, since they can't pay for international law.
Internation law is one thing, international control is quite another.
