(having not read the whole thread and probably regretting so shortly, i answer this now
HIV is AIDS in it's earlier stage, not the other way around. A "syndrome" is a collection of symptoms that lead to a diagnosis. Acquired Immuno Deficiency Syndrome is the diagnosis once your HIV has advanced.
receiving a blowjob is not *likely* to infect you with HIV, unless you have an open wound or sore on your penis and the person performing the blow job is HIV+. it would also help if they had gaping wounds in their mouth. the amount of virus in saliva is miniscule.
however, the person performing the blowjob, upon receiving a load of HIV-infected semen in the mouth and swallowing it - is at a much greater risk. so the opposite of the above scenario doesn't really hold true. this person has a greater chance of infection, statistically, than the recipient of the blow job regardless of the STD.
either person is at risk for herpes, genital warts, etc. if there are open sores involved on either end. sores appearing on your penis post-blow job are not indications of HIV infection, however you could be infected with HIV and not know it upon receiving this sign of some other STD at the same time.
