The electro-magnetic pulse would fry the chips in most computers that were near the site of the nuke or as they say within "the circle of death" plus a bit further outside the perimeter.
On the other hand, those who were far outside the perimeter would have to stay in doors at all costs to avoid radioactive fall out. There'd be nothing to do except jerk off.
So assuming there was a minimum level of connectivity and assuming that the hosts and telecommunications networks themselves had not been affected, you could maintain fairly decent sign-up ratios.
Thats my basic assessment for now.
