Another thing is: can I create an epassporte virtual account with no money (but a card info provided), have funds paid in it by a sponsor and then order a Visa Electron card for $35 to be mailed to me? To save that initial $5 fee

I tested the fee stucture with my card. There is no charge to withdraw funds uwing your epassporte Electon card.
As for transfer fees, the fee's quoted above are for personal accounts. Sponsors would use a commercial or corporate account with a differnet fee structure.
