Do I have the right to take it? Even though its his property, it wouldn't exactly be stealing because he isn't protecting it. Obviously if he cared about his basketball he would have taken it inside or built a fortress around it.

I do not think you have the right to take it. But you could always put up a website and tell others where to find it
