does your designers have purchased windows and purchased adobe photoshop and even purchase dreamweaver? although you dont need photoshop and dreamweaver if you have licensed windows.. seems like your designers design in paint and code in notepad (which they look like a guru).. just my 2 cents... no bashing it is just what reality means..
