Does Paypal still pay $5 for every new member recruited?

Yes it is true that paypal sends an email everytime they rebill.
However, they already boast over 20 million people worldwide. Now it may be different for your customers that have never used paypal before but for regular users it doesn't matter if they get an email or not. Regular users login and see their recent transactions and open memberships pretty much every day. True this may cause some new paypal users to cancel early but as for the growing pool of current members it would be nothing new. I have used paypal since the beginning and a rebill email would in no way surprise me. I would know about it before I ever saw the email.
Another good point is that many paypal users have hundreds of $$$ in their account that didn't come from their job, income, etc. It cam from selling stuff online. Because it isn't their main income they spend it VERY FREELY. Paypal listings sometimes double or triple my sales of non adult items.
The 20 million users that do have an account are for the most part familiar with it 100%.
By the way, they also have a script on the website you can configure to generate membership numbers and password protect your members area. Also, there are tons of billing programs that work with paypal.
If you want to know anything else just ask me. I have sold thousands and thousands of dollars through paypal and have even done subscriptions for non adult items. Not one time did a customer cancel because of the email. They knew it was coming beforehand.
