exactley. it is like food allergies. one out of every so many people might have a problem, but that is just because of how they are wired internally.
and i seriously doubt there is enough of those people to "dramatically increase medical emergencies".
that being said, i know a few people who are afraid of the weed i get. i've been told it's too strong more than once, but they are usually amateur smokers. i think it is just right.
