Hell a lot of them are rolled in Cuba, but just not by the actual manufacturer. Cigar copies are rampant, I bought a box of cohibas the other day with the engraved hologram seal and everything, and they were good, but they're not technically "real". Not like i care, still a nice cigar.
Tourist countries like the Dominicon are notorious for rolling their own tobacco and slapping cuban labels on them just so they can charge the tourists double.
