I am not exactly sure what you're looking for.
But three things are a given:
-Find a sponsor with sites you think you can convert.
-Get some fresh content. The sponsor might be able to provide you some - if not, buy some yourself (will give you much more freedom in the end)
-Let the sponsor provide you with *free* hosting, not hosting that takes a cut of your earnings. Better yet, pay for your own hosting, you can find some awesome deals here and there that will pay for themselves in no time.
From there, build some simple templates, plug in the content. And off you go.

As to hosting, well, there are $10-$20 hosting accounts readily available virtually everywhere. I won't recommend one over the other. BUT you can get your OWN server for as little as $70-80 a month, with PLENTY of bandwidth. Really. So don't even consider any hosting where you do not keep 100%. Not meant to bash anyone here, but really, c'mon. We're talking $10 or $70 a month here. It will pay back in NO time.
