I've spotted 2 thieves in this movie.

First is the owner of the store where Charlie buys his Wonka Bar. Charlie handed the dude a ten dollar bill. They then find the Golden Ticket while the shop owner is getting Charlie's change. The owner never gives him his change. In fact, he tells the boy to get out of the store and go straight home.......Keeping Charlie's change.

The second thief is Willie Wonka. His promised to follow each kid home with trucks full of chocolate. When the kids left, they walked out the front gate, empty handed. Wonka screwed them all. Hell, he personally escorted Charlie home in the glass elevator then bailed with no sign of any Wonka trucks in sight.
