Banning guns would have the same effect. Normal citizens(or "gun nuts") wouldn't have any. But the psychos still would.

The problem has more to do with a violent sub culture, huge black markets, and local and federal authorities that seem more concerned with pulling small time thugs off the street to make their numbers look good then actually going after the big fish.
I wouldn't compare drugs to guns. Drug prohibition is statistically a failure, and has been since its inception. On the other hand, if you look at states with assault weapon bans, etc, you notice that the gun crime is actually lower than the US.

I agree that possibly more bad guys would have guns than "normal citizens", but the murder rate overall would obviously decrease with strict gun laws.
