conversion from submission to confirmed depends on a lot of factors like how many links to different mags you provide on the page and the instructions you give them... perhaps you got one guy that sign up to a whole bunch which will mean u only see one conversion
try asking Rowdy on the cecash board... he can give you the best explanation... mind you this question has been asked a ton of times over there so maybe just search for it
