When did 700x384, 500x280, 300x170 ever constitute "HD"?

Are those the only sizes you offer?

Specifying the frame size != 'HD'. I don't know why people don't understand this. You need the bitrate and the frame size to asses the 'quality' of the content. 700x384 is nowhere near the ill defined 'HD'. Especially at the mediocre bitrate that you are using on those samples.
