all of that works to some extent, but you had alot of suspended algae in the water, which is why the water itself looked green.
Try an undergravel filter and one of these:

My water has a slight greenish tint because of the way the lights diffuse thru the plants at the top of my tank. I'd say about 70% of the top of my tank is covered with plants. If I move all of that, the water appears crystal clear.
I have not cleaned my tank in 3 years, and my fish are very healthy.
One thing to take note of though, try to keep direct sunlight from hitting your tank or you'll probably never win the algae war.
