Some interesting theories in this thread so far.
For those saying "they get cleaned less by the city", I have to disagree here, at least as it pertains to my city. Not only is there regular garbage pickup in those areas just as in any other part of the city, but Winnipeg placed extra large trash bins in front of every house on every street in the north end, something you don't see in most other areas. They were specifically issued and put there years ago for the sole purpose of (hopefully) prompting people to keep neighborhoods cleaner.... although they look godawful.
It's actually sad that the city had to take that measure. Those big ugly bins along with all the garbage and crap strewn all over are just another testament to the fact that there are a lot of people living in those areas who are seemingly too dense and yes, fat, lazy, snd stupid I suppose, to make the effort to put their shit in a bin sitting 10 feet from their front door instead of tossing it on the ground.
I watched a guy the other week pull up to a stopsign, roll down the window of his shitmobile and literally dump the contents of his car ashtray onto the street and drive off. I was a bit too far away to get the license but fuck.... it makes me wonder if the whole world is a huge toilet that is badly in need of a good flush.
