I live in the core area of the city and yes it is very dirty and cluttered with garbage.
folks from out of the area sometime drop the trash on our streets. but mostly it is the folks who live in the area just really don't care about shit at all
so they just throw it anywhere they please.
the rest try to keep it clean but it is hard when you have dumpster divers that pull the bags of garbage out of the bins and rip them open spreading it all over the place, then the wind gets it and it is all over the place.
The city takes it time getting around to doing spring clean upo and then it seems to wait until the last days to get to our area.
of course the snow covered it until now.
on our street we have gone out and done it our selfs and it really pisses me off to see someone walk by and trow thier garbage in front ofd my building.
I already freaked out on one dude for doing that, scared the shit out of him.
hopefully the city gets to it soon.
