Google whatever niche you're interested in with the word "toplist" added to it.
Go to the bottom (in most cases) of the sites you find and click the link for webmasters or "add your site".
Some will be automatic, some will require approval. Some have minimum inbound traffic requirements and a few may add your site right away. Some also have banner rotators for the sites in their database.
Make sure you've got your banners and descriptions ready and handy.
