I work for my bank. They still put holds cause I've had bad checks in the past from american internet companies.

why does the branch give you a credit card, no questions asked? cause they make commission off of it. they get about 2% of whatever limit they give you. they give you a 10k limit, they get $200 commission. and what if you don't pay the credit card? no problem, cause it's the responsibility of a different department.
