Of course they should get the rap. If it wasn't for them, the FBI agents would not have been put in that position. Murder would be too far, but manslaughter is not.
If I get drunk and drive the wrong way down the street, and someone swerves out of the way and hits someone. Should they be punished? Of course not, I should for causing the whole mess.
