Kinda agree Spunky! It's hard to justify a murder charge by shooting when, eg the perps never possessed guns or shot anyone. Otherwise, it smells like a perversion of the judicial system.
Cops (and others) have a nasty habit of shooting themselves, despite they are trained in arms handling. Another element is a balance of judgement which may not exist whether they have been trained or not.
There are only several incidents I know about where that has happened - one idiot (a cop) actually shot himself in the side, not once, but twice. Another three elected to open fire with automatic weapons on the car of an airline pilot on the way to work (the airline pilot was not a suspect not involved in any illegal activity) - fortunately he was not injured tho his car was sprayed by gunfire - and they dusted him down and apologized later.
Whether cops or otherwise - they are responsible for their own actions while they are in control (or otherwise) of a firearm. Trying to find a valid excuse for a screwup and attempting to blame others is kinda weak
