I think that both he and his crooked veep will be prosecuted after they leave office.
If Bush is impeached and Cheney takes over then Bush will receive a pardon. If Cheney is prosecuted then Bush will pardon him.
A lesson was learned with Nixon and Watergate. The Dems will wait until they're both out of the White House to bring charges.
