I would say no and if you do its not a tax to the U.S. gov in this instance what I am saying is that any content shot in the U.S. on or after November,1 1990 would be property of the U.S. government Via sanction 2257 and therefore be subject to a tax payed in full to the U.S. government only.

On the other side of the coin getting back to cars if you sell a car outside the U.S Im pretty sure it is exempt of any tax to the U.S. government.
However this is not a car Im talking about I just used that as an analogy Porn under 2257 would be in fact a governed object.
