Your friend is most likely screwed but she might get lucky. I'd advise making every effort to obtain the required documents (or as much proof of identity as possible) but even if she can't get them, she should still try to fly. Even post 9/11 I've driven into the US without having to show my passport. The conversation with the border guard usually goes something like: "Where do you live? Where are you going? How long? Have a nice day..."
