This won't technically change the encoding, but it will change the container; as it will rewrite small bits (creator, etc), you will have a different hash.
..as far as wmv and m4v, you're kind of fucked for free or non-conversion tools.
Babysitting, mostly. Servers, kids who have them.. stuff like that.

I know I saw a program someone found on here that changed the header of video files, so that the hash would change on it. Wish I had bookmarked it.
