I see, so it's just not just other competitive bidders. That Quality Pricing model seems like it would be a lose/lose for both Google and someone running a campaign. Since there would be no way to make your ROI, or even break even, on a $10 keyword, you don't run the campaign, and thus Google gets nothing.
