How can you even compare the two? People who use drugs are abusing their own bodies. Are you gonna lock someone up for attempted suicide? No. You get them help. Thats what addicts need, help. Prison isnt' a deterant, if it was there wouldn't be millions locked up. Murderers spend 15-25-life in prison for taking someones life. Its not comparable by a long shot.
