I have worked food service before (years ago now) and so has my wife. I agree that you should never tip if the server sucks or gets thing really screwed up.

If the food is slow at someplace that is busy, then it probably isn't their fault, but if it is wrong, or cold, or dead from sitting under the heat lamp, that sure as hell is. Don't make me wait for refills on my drinks, make sure I have everything I need, make me happy, and I will tip you well. Don't and I will give you crap, 'cause you did nothing more than a trained monkey could have done.

Personally I like systems where people get paid for their performance. This is why I hate unions, they want big bucks but offer no increase in output in return. Hell in this industry, your income is directly tied to your effort. Probably the reason I like it.
