Banks do care trust me. I think the problem with identity theft is the lack of evidence or how one criminal can look like so many different people. Going down all those avenues just leads to more pointless work and wasted man hours. By merchant do you mean the person that holds the inventory because that is who gets screwed in the end, then bank, then customer depending on policies. They started putting pics on bank of america cards but that doesn't really matter considering PHOTOSHOP. Only decent solution right now is probably the smart chip but this is currently being reverse engineered or is already. There was also some stuff a while back with fingerprinting technology to use the card at any stores or even some foreign banks make you carry an electronical device that displays numbers day by day that you need to make purchases or withdrawls. Problem with everything, I think everything will be reverse engineered or a way to beat the system plus with more protections out the more complications happen when that is penetrated.
